Coasting School 향상계획

Coasting School 이란?

  • 실패학교(failing school : GCSE C 이상 등급 획득 비율 30% 미만학교, 전국 638개교)로 분류되지는 않지만 기대만큼 성적을 향상시키지 못하고 편안히 현실에 안주하고 있는 학교를 지칭
  • 매년 성적을 향상시키지 못하고(failing to improve year-on-year) 그러한 의지가 부족한 학교들
  • 보통(satisfactory) 정도에 해당하는 학교로는 만족할 수 없으며 모든 학교가 우수한(good) 학교가 되어야 한다고 DCSF 장관은 말함

대상학교 지정 및 개선 추진 계획

  • 학교개선전략(school improvement strategy)의 일환으로 ‘coasting school’에 대한 관리 지원도 강화할 예정
  • 모든 지역교육청은 관내 학교중 현실에 안주하여 편안히 지내는 costting school 을 밝혀서 최대한의 진보를 이끌어내도록 함
  • 학교의 목표를 상향조정하고 학생들을 더욱 분발하도록 격려
  • 지금까지는 실패학교의 범주에만 들지 않으면 주목을 받지 않고, 보통의(satisfactory)에 만족하고 지냈던 학교들임
  • “’Coasting’ schools could and should be doing better. They are schools that get results which can look acceptable or even good, but which are not fulfilling the potential of their pupils. Given where their pupils are starting and the results they got at primary school, they should and could be getting better results. Sometimes they are not stretching their most able pupils, sometimes they are not meeting the needs of their pupils who face difficulties, and often they need to be more ambitious about the standards they achieve.”

  • 예산지원 및 우수학교와의 연계를 개선 노력 지원
  • School Improvement Partner의 활동 강화
  • 필요할 경우 트러스트나 연합체 결성
  • study support, 방과후 학교 프로그램, 독서반, 숙제지원, 과목 보충학습반, 외부강사 초청 강연 등의 프로그램 운영
  • 교사연수 강화
  • 지역교육청의 적절한 지도

교원노조 등의 반대 의견

  • 학교를 또 하나의 섣부른 이름 붙이기(labelling) 정책이라고 강력히 비판
  • Christine Blower, acting general secretary of the National Union of Teachers, said: “Each school is unique. Putting schools into crude categories which appears to be a fixation of the government is not helpful.
  • John Dunford, general secretary of the Association of School and College Leaders, said: “The government must avoid the mistakes made when the National Challenge was launched in May, when many good schools serving very challenging communities were wrongly labelled as failures based on a crude, single benchmark. Sustained effort and support, rather than naming and shaming, is needed to raise achievement.”
